Within a Sky Full of Earth

According to a survey regarding the performance of the Government featured on the website of Macau Business magazine almost one third of the voters picked 'none' as they're favourite Secretary, the crucial elements of the executive.
It was an informal question: "Vote in your favorite Secretary to rank the Government Secretaries acording to their performance", it was asked. If the answer is 'none' the meaning is that either the majoraty don't give a damn for governemnt issues or they don't regard any of the Secretaries as having a good performance. Anyhow the first second choice is Francis Tam, the holder of the Economy office.
The poll is not scientific but must be taken in consideration as a fragment of information about the discontentment of the citizens. Take it as you want. It's just an idependent and simple gaze at the public administration staging.
